The rudder display may not read hard over even though the rudder is hard over if the resistive sensor is not turning throughout its entire range. You can fix this by either adjusting the resistive sensor to turn across its entire range or you can perform a custom calibration of the RAA100 using a Maretron DSM200 or DSM250.
